House Democrats are leading the fight to bring DOGE out of the darkness and make sure the American people can hold President Trump and Elon Musk accountable for the pain, chaos, and corruption they are leaving in the wake of Elon’s chainsaw.
Oversight Democrats have initiated more than 150 investigations and letters of inquiry, filed a three-part FOIA request, and introduced two formal House Resolutions of Inquiry. These include more than 1,000 requests for information and documentation directed at the Trump Administration, Elon Musk, and DOGE on issues related to national security, the illegal termination of federal employees, the unlawful and wholesale dismantlement of federal agencies, and rampant conflicts of interest and corruption.
Democrats have built a strong coalition of stakeholders both in and out of government to investigate, litigate, and terminate the dangerous and unlawful abuses of DOGE and the Trump-Musk Administration. We are forcing Co-Presidents Trump and Musk into retreat on several fronts:

- Ranking Member Connolly sent more than 100 letters to recipients across the Trump-Musk Administration demanding compliance with ongoing investigations by Committee Democrats.
- Ranking Member Connolly: “The Trump-Musk Administration has spent 100 days in hiding, 100 days working for billionaires while hard-working families struggle to make ends meet in Trump’s chaotic and expensive economy, 100 days inviting corruption, and 100 days dismantling decades of progress on everything from vaccination policies and food safety to consumer protection and clean air and water. Santos and National Labor Relations Board (NLRB) Inspector General Ruth Blevins, demanding they immediately investigate the work Elon Musk’s DOGE team may have performed at their organizations, including any and all attempts to exfiltrate nonpublic data from NLRB and DOL and any attempts to cover up their activities.

April 7, 2025: Ranking Members Brown and Connolly Launch Investigation Into White House’s Use of Elon Musk’s Starlink
- Ranking Members Brown and Connolly sent a letter to White House Chief of Staff Susie Wiles, General Services Administration (GSA) Acting Administrator Stephen Ehikian, and White House Director of Office Administration Joshua Fisher requesting documents and information as to how GSA is ensuring that any new usage of Starlink technologies is secure and will not provide financial benefits or special access to Elon Musk in violation of federal ethics rules.

March 20, 2025: Ranking Member Connolly Launches Investigation Into Commerce Secretary’s Unlawful Promotion of Plummeting Tesla Stock on Live Television
- Ranking Member Connolly sent a letter to U.S. Department of Commerce Acting General Counsel John K. Guenther regarding Commerce Secretary Howard Lutnick’s appearance on Fox News in which he unlawfully and shamefully peddled Tesla stock to viewers, encouraging them to enrich Elon Musk by buying his struggling stock. In his letter, Ranking Member Connolly highlighted that the Trump Administration has a long history of flouting ethical practices and using their offices and/or taxpayer resources to enrich the President’s inner circle, pointing to a 2017 incident in which Counselor to the President Kellyanne Conway told Americans to “go buy Ivanka’s stuff.” Following a letter from Oversight Republicans, the Office of Government Ethics determined that “there is strong reason to believe that Ms. Conway has violated the Standards of Conduct [prohibiting employees from misusing their official positions] and that disciplinary action is warranted.”
- Ranking Member Connolly: “Secretary Lutnick’s actions bear striking similarities to Ms. Conway’s. The present circumstances differ in that Tesla is owned by an individual who has been given license by the President to slash and burn his way through the federal government, indiscriminately and lawlessly terminating federal workers and eliminating the services they provide to the American people, while lining his own pockets with billions of taxpayer dollars. These ongoing violations of law require a response befitting of the level abuse to deter further lawlessness and to ensure the American people that members of this Administration seek to serve all people rather than to enrich a select few.”
March 20, 2025: Oversight Democrats Expose Trump Administration for Undermining FOIA and Preventing Transparency
- Ranking Member Connolly sent letters to 24 federal agencies exposing the Trump Administration for eliminating staff responsible for facilitating Freedom of Information Act (FOIA) requests and jeopardizing the American people’s right to access federal agency information.

March 18, 2025: In FOIA Request Filing, Ranking Members Connolly and Raskin Demand DOGE Stop Lying and Come Clean

February 13, 2025: Subcommittee Democrats Call Out Elon Musk and DOGE’s Efforts to Clear a Path for Corruption

March 27, 2025: Task Force Ranking Member Robert Garcia Introduces Resolution of Inquiry to Find Out if DOGE Has Security Clearance

- Ranking Member Connolly: “I write with serious concerns about the use of unapproved, third-party artificial intelligence (AI) software employed by members of the U.S. DOGE Service (DOGE) at federal agencies. The American people entrust the federal government with sensitive personal information related to their health, finances, and other biographical information on the basis that this information will not be disclosed or improperly used without their consent.”

March 10, 2025: OPM Inspector General Assessing Risks to Agency IT Systems after Oversight Democrats Raise Serious Cybersecurity and Privacy Concerns about DOGE
- The OPM Deputy Inspector General Vint informed the Committee that the OPM Office of the Inspector General will incorporate into existing work topics of investigation outlined in a February 6th letter from Committee Democrats. That letter raised concerns about DOGE exposing agency systems to potential cybersecurity threats and privacy violations.
- Ranking Member Connolly: “Inspectors General must have the independence to carry out their mission free from partisan pressure and threat. That is the only way these government watchdogs can conduct their important work on behalf of the American people. The work of the Deputy Inspector General and the OPM Office of Inspector General must be allowed to proceed unimpeded.”

February 4, 2025: Ranking Members Demand Information on DOGE Access to Sensitive and Classified Information
- Ranking Members Connolly, Himes, Meeks, Smith, Raskin, Neal, and Waters wrote a letter to President Donald Trump requesting information on reported attempts by the “Department of Government Efficiency,” or “DOGE” task force to access classified and sensitive information without proper clearance, and expressing concerns that their behavior could pose enormous risks to our national security.
- The Ranking Members wrote, “The events at USAID are particularly troubling, but they are not an isolated issue. The Executive Order empowering DOGE appears to envision and authorize DOGE ‘teams’ at all Executive Branch agencies, to include Department of Defense, State Department, Department of Justice, and the Intelligence Community. These agencies all hold large volumes of classified information, and bypassing established safeguards to protect such information could irreparably damage national security.”
February 4, 2025: Ranking Members Connolly and Brown Request Answers From OPM on Musk’s Private Server
- Ranking Members Connolly and Brown sent a letter to Acting Director Charles Ezell of the Office of Personnel Management (OPM) expressing their concern regarding numerous reports that Elon Musk and his associates ignored cybersecurity and privacy protections and introduced vulnerabilities into information technology systems in their attempt to send their potentially illegal “Fork in the Road” email to federal workers.

May 1, 2025: Ranking Member Connolly Opposes OPM’s Scheme to Purge and Politicize the Federal Workforce
- Ranking Member Connolly sent a letter to Acting Office of Personnel Management Director Charles Ezell opposing OPM’s plan to strip civil servants of protections to escalate the Administration’s political purge of the civil service.
- Ranking Member Connolly: “The Administration’s proposed rule has bipartisan opposition in Congress, because of the devastation it would inflict on the expertise and performance of our federal workforce, which would in turn hurt our constituents and the life-saving services they need and deserve. I strongly urge the Administration to rescind the proposed rule and cease its political assault on our federal workforce.”
April 24, 2025: Oversight Democrats Demand Answers After CDC Whistleblower Exposes Trump Administration Eliminated Agency’s Entire FOIA Office
- Ranking Member Connolly sent a letter to CDC Acting Director Susan Monarez demanding answers after the Committee was provided with reports of the elimination of all staff responsible for responding to FOIA requests at the CDC.
- Ranking Member Connolly: “The elimination of staff responsible for facilitating FOIA strongly implies an effort by the Administration to prevent the public from obtaining information about their government that they are entitled to request. … These layoffs and reductions in CDC’s capacity come at a time when communities across the United States are struggling to manage infectious disease outbreaks. Now more than ever, maintaining transparency about the operations of the broader HHS—and CDC in particular—is crucial to understanding the government’s capacity to respond to such crises.”
- After obtaining multiple credible and disturbing whistleblower reports that DOGE is knowingly jeopardizing Social Security operations, putting Americans’ Social Security benefits at risk of delay, and compiling a “master database” of Americans’ most sensitive data that risks exposure and exfiltration, Ranking Member Connolly sent a letter demanding an immediate investigation to stop further damage to the agency and prevent a disruption in benefits payments and/or massive and unprecedented data breach stemming directly from DOGE’s actions.
- Ranking Member Connolly: “The whistleblower information obtained by the Committee, combined with public reporting, paints a picture of chaos at SSA as DOGE is rapidly, haphazardly, and unlawfully working to implement changes that could disrupt Social Security payments and expose Americans’ sensitive data. - Ranking Members Connolly and Neal sent a letter to Acting Social Security Commissioner Leland Dudek demanding SSA immediately abandon plans to make it more difficult for Social Security beneficiaries and applicants to access their hard-earned benefits, including using Elon Musk’s social media platform X to communicate with the public and scrapping longtime identity verification practices.

Subramanyam about whether we can fix the damage done by the Trump Administration to FDA, Dr. Kessler responded: “We’ve lost 1,000 person-years of expertise in a few weeks. April 8, 2025: Oversight Democrats Urge HHS Secretary RFK Jr. to Halt Purge of FDA Staff, Warn of Increased Outbreaks of Contaminated Food

March 18, 2025: Ranking Member Connolly Demands Postmaster General DeJoy Immediately Turn Over Information About His Backroom Deal with DOGE
- Ranking Member Connolly sent a letter to Postmaster General Louis DeJoy demanding a copy of the agreement the Postmaster General signed with DOGE, allowing Elon Musk to infiltrate the independent U.S. Postal Service, gain access to its data and systems, and make drastic cuts to the service.

- Oversight Democrats wrote: “Indiscriminately firing thousands of these employees threatens the future of the nonpartisan federal workforce and our government’s ability to deliver life-saving services to the American people. We strongly urge the Administration to reinstate all unlawfully terminated probationary status employees and cease plans to carry out further reductions in force (RIFs).”
February 24: More than 100 House Democrats Push Federal Agencies to Regain Order, Renounce Musk Chaos
- Ranking Member Connolly led more than 100 House Democrats in sending a letter to the heads of the 24 CFO Act federal agencies demanding they immediately clarify to their agencies that federal employees do not have to respond to Elon Musk’s ill-conceived, reckless email and that nonresponse does not constitute resignation.
- The Members wrote: “The capricious dismissal threatened in Mr. Musk’s post would be illegal and cannot be tolerated. We urge you to immediately inform federal workers at your agency that his missives do not constitute official orders and that federal employees should not interrupt their service to the public to respond to OPM’s mass email. February 22: Ranking Member Connolly Demands OPM Withdraw Email Threat and Renounce Musk’s Latest Attack on Public Servants
- Ranking Member Connolly sent a letter to Charles Ezell, Acting Director of the Office of Personnel Management, demanding a clarification that nonresponse to the “What did you do last week?” email that was sent to all federal workers today does not constitute resignation and a clarification that Elon Musk does not, in fact, speak for OPM.

February 5: Ranking Member Connolly Motions to Subpoena Elon Musk to Testify Before Oversight Committee
- Given concerning recent reports of Elon Musk's efforts to infiltrate and eviscerate government agencies, Ranking Member Connolly called for the subpoena of Mr. Musk to testify before the Committee.
- Ranking Member Connolly: “Who is this unelected billionaire, that he can attempt to dismantle federal agencies, fire people, transfer them, offer them early retirement, and have sweeping reform or changes to agencies without any congressional review, oversight, or concurrence? Therefore, Mr. Chairman, given his prominence and his importance, I move that the Committee subpoena Elon Musk to come before it as a witness at the earliest possible moment.”
