Task Force Ranking Member Robert Garcia Introduces Resolution of Inquiry to Find Out if DOGE Has Security Clearance

Washington, D.C. (March 27, 2025)—Today, Rep. Robert Garcia, Ranking Member of the Task Force on the Declassification of Federal Secrets, led Committee Democrats in introducing a Resolution of Inquiry to investigate whether Elon Musk and DOGE affiliates actually have security clearances.  

The Trump Administration’s mishandling of our nation’s secrets is putting American lives at risk.  But Elon Musk and his DOGE bros may be doing even more damage.  Unvetted, unqualified, unelected individuals are accessing your personal data and critical federal systems.  Many have serious red flags and conflicts of interests.  Our committee needs to see the vetting and background materials for Elon and his aides so that we can take action to protect your privacy and national security,” said Ranking Member Robert Garcia

Resolution of Inquiry (ROI) would require the Administration to provide documents, communications, and factual information.  Once introduced, the committee to which the ROI is referred has 14 legislative days to act on and report the resolution to the House or it will become privileged on the House floor.

This resolution comes after the Administration failed to respond to inquiries by Committee Democrats and after Committee Republicans refused to bring Musk or DOGE affiliates to testify before the committee, and instead repeatedly shielded them from accountability.  Ranking Member Garcia’s resolution would require the Administration to provide information, documents, and communications to Congress related to the vetting, background investigations, and security clearances held by Elon Musk and individuals employed by or contracted with DOGE. 

  • On January 30, 2025, Committee Democrats sent a letter to David Warrington, Counsel to the President, expressing their grave concerns regarding President Trump’s recent action that would endanger national security by allowing the White House Counsel to grant Top Secret/Sensitive Compartmented Information (TS/SCI) security clearances to individuals without appropriate vetting.  
  • On February 4, 2025, Ranking Member Connolly and House Committee Ranking Members wrote a letter to President Trump requesting information on reported attempts by the “Department of Government Efficiency,” or “DOGE,” task force to access classified and sensitive information without proper clearance, and expressing concerns that their behavior could pose enormous risks to our national security.
  • On February 6, 2025, Committee Democrats sent a letter to government watchdogs expressing urgent concerns regarding recent reports that unauthorized individuals associated with Elon Musk or the “DOGE” effort have gained access to protected government networks and sensitive data at the Department of the Treasury, the General Services Administration, the Office of Personnel Management, and the U.S. Agency for International Development.
  • On February 6, 2025, Committee Democrats moved to subpoena Elon Musk to testify before the Committee on Oversight and Government Reform.  Committee Republicans opposed this critical transparency effort.
