Ranking Member Robert Garcia Releases Report on DOGE: “Breaking Government: How DOGE and Trump Cost Taxpayers, Federal Workers, and Public Services”

Washington, D.C. — Today, Rep. Robert Garcia, Ranking Member of the Committee on Oversight and Government Reform, released a new report highlighting Oversight Democrats’ key findings regarding U.S. Department of Government Efficiency’s (DOGE) harm to taxpayers, federal workers, and public services. The report was released in conjunction with a shadow field hearing in Northern Virginia with testimony from government efficiency experts and dedicated civil servants harmed by DOGE. The report can be accessed here.

“President Trump will always put his billionaire friends before the American people. Since the creation of DOGE, the Trump Administration has cost taxpayers billions in damage, waste, and suffering, and ultimately made our government less efficient and less secure. The American people deserve serious government reform, not a reckless takeover of our most important public services,” said Ranking Member Robert Garcia.

Oversight Democrats have also found the Trump Administration has funneled an estimated $81 million to fund DOGE employees, resources, and activities with virtually no transparency or mechanisms of accountability.

Key findings from the report:

  • Through DOGE alone, President Trump has cost the American people billions of dollars in damage and an intangible amount of waste and suffering.
  • President Trump used DOGE as a smokescreen to make billionaires richer at the expense of hardworking Americans.
  • America needs serious oversight and government reform that is by, of, and for the American people—not reckless and corrupt billionaires.

Key excerpt from the report:

“DOGE’s actions to date raise serious constitutional questions about Executive Branch accountability and demand a fierce legislative and oversight response to rebuild from the Trump Administration’s destruction. This response must charter a reformed executive branch that prohibits serious conflicts of interest in its public servants with ironclad statute, ensures the safety and security of Americans’ sensitive data, and efficiently delivers critical services for the American people. Committee Democrats continue to investigate the Trump Administration and stakeholder reports regarding DOGE’s actions and status. The investigation will assist the Committee in assessing legislative reforms needed to address the damage inflicted by DOGE on federal agencies, workforces, systems, and programs, and prevent further violations of the law. Committee Democrats remain steadfast in holding accountable DOGE and its affiliates, no matter how powerful, who took part in illegally dismantling the federal government and putting Americans at risk.”
