TOMORROW: Markup of Oversight Democrats’ Resolutions of Inquiry on Musk Conflicts of Interest, Administration’s Attacks on Federal Workers; Markup of GOP’s “Dismantling Government Act”
Washington D.C. (March 24, 2025)— Tomorrow, the House Committee on Oversight and Government Reform will markup two Resolutions of Inquiry from Oversight Democrats as well as a bill introduced by Republican Chairman James Comer, H.R. 1295, the “Dismantling Government Act,” which would use the shell of a long-dormant statute as a Trojan Horse to give President Trump and Elon Musk the unprecedented, filibuster-proof authority they crave.

H.Res. 186 – a Resolution of Inquiry sponsored by Ranking Member Gerald E. Connolly, which would require the President to provide information, documents, and communications to Congress related to:
- Elon Musk’s status in the federal government;
- Any conflicts of interest Musk has related to his role in the federal government; and
- Any federal government contract involving a Musk-owned company or a company for which he serves on the board of directors.
H.Res. 187 – a Resolution of Inquiry sponsored by Rep. Kweisi Mfume, Ranking Member of the Subcommittee on Government Operations, and Ranking Member Connolly, which would require the Administration to provide documents, communications, and information regarding:
- All federal employees put on administrative leave, removed, terminated, transferred, or assigned to another department on the recommendation of Elon Musk or DOGE.
- The Office of Personnel Management’s determination that employees classified as diversity, equity, and inclusion (DEI) or employed in an office that conducts work to improve diversity, equity, and inclusion in government would be subject to removal.
- The removal of nonpartisan agency inspectors general, and whether the Administration discussed notifying Congress as legally required.
H.R. 1295, The Dismantling Government Act – legislation introduced by Chairman James Comer, which would grant Congressional Republicans filibuster-proof, unilateral power to bless the action of President Trump and his unelected billionaire oligarch, Elon Musk, who would use this new, unprecedented authority to:
- Abolish whole federal departments and agencies.
- Wipe away statutory programs authorized by Congress.
- Unilaterally eliminate rules and regulations.
- Purge our federal workers.
What is a Resolution of Inquiry?
A Resolution of Inquiry (ROI) is a House resolution that makes a direct request or demand of the President or head of an executive department (e.g. the Secretary of State, Secretary of the Interior, etc.) to provide factual information in the Administration’s possession.
Once introduced, the Committee to which the ROI is referred has 14 legislative days to act on and report the resolution to the House or it will become privileged on the House floor. A ROI that is not reported to the House within 14 legislative days becomes privileged and a non-debatable motion to discharge the ROI for consideration on the House floor becomes available.
