Full Committee Hearing: Rewarding Bad Actors:Why Do Poor Performing Contractors Continue to Get Government Business?
The House Committee on Oversight and Government Reform held a hearing on Thursday, March 18, 2010, to examine the suspension and debarment process at the Department of Transportation (DOT) and the Department of Homeland Security (DHS). The hearing entitled: “Rewarding Bad Actors: Why do Poor Performing Contractors Continue to Get Government Business?” focused on reports issued recently by the Inspectors General at DOT and DHS that raised serious concerns about flaws in efforts to prevent ineligible persons and businesses, due to past misconduct, from receiving federal contracts. In addition, the hearing examined why DOT and DHS are not following Suspension and Debarment (S&D) regulations and explore the effect of poor S&D implementation on government interests.
