On Friday, April 16, 2021 at 10:00 a.m. E.T., Rep. Gerald E. Connolly, the Chairman of the Subcommittee on Government Operations, will hold the Subcommittee’s biannual hearing to assess implementation of the Federal Information Technology Acquisition Reform Act (FITARA), Modernizing Government Technology (MGT) act, and the Federal Information Security Modernization Act of 2014 (FISMA). 


FITARA 11.0 marks the first time in the Scorecard’s history that all 24 agencies included in the law have received A’s in a single category, and the first time that a category will be retired.  This hearing will provide an opportunity to discuss the future of the FITARA scorecard, including what metrics can and should be added.


This hearing will also examine the technology acquisition best practices that have emerged amid the pandemic and the priorities the new administration should focus on as it relates to improving IT across the government, investing more resources into the Technology Modernization Fund, and giving federal chief information officers (CIOs) the tools they need to make needed IT improvements, including prioritizing the retirement of legacy IT systems.
